A method is proposed for calculating extreme hydrological characteristics: maximum and minimum runoff and maximum and minimum water levels of various frequencies. Two main aspects of the applications of hydrological calculations are discussed: calculations for the currently operating facilities and calculations for the facilities being designed. A new system is proposed for calculating design hydrological characteristics. The system includes three levels: basic provisions mandatory for calculation (Construction Norms and Regulations, SNiP), basic methods of calculation (Codes of Design and Construction Practice), and regional specifications to calculate local design hydrological characteristics (Local Building Codes). Major problems of developing an automated regional hydrological calculation system based on GIS technologies are considered. Methodological features of calculation of some characteristics are given.
